Governor Abbott’s plan to re-open the Texas economy was outlined in the “Report to Open Texas” on April 27, 2020.   With that, Bellaire plans to re-open city services and facilities in a limited fashion.

Friday, May 1
We will open our tennis courts, athletic fields, batting cages, and park restroom facilities.  Tennis court and athletic field usage are limited to four people at a time.  Online tennis court reservations are available.  At this time play structures, the dog park, recreation center, and pools will remain closed.  Online tennis court reservations:

Monday, May 4 
We will resume the curbside hold pickup service at the library.  Curbside service will be available from 10 am until 6 pm, Monday through Thursday; 10 am until 2 pm on Friday and Saturday.  The library will open to the public at a later date.  Please call Bellaire City Library at 713-662-8160 or visit

We will open the City Hall Customer Service lobby.  Permitting and Utility Billing customer service will be available from 8 am until 5 pm, Monday through Friday.

Building permit customers will be served by appointment only.  Appointments must be scheduled 24 hours in advance. To schedule an appointment, please visit .  We strongly encourage that all documents continue to be submitted via e-mail or mail.

Utility Billing will re-open one window in the customer service lobby.  We encourage customers to continue to pay bills online and sign up for Aquahawk, a resident utility portalallowing you to monitor water usage, set and receive alerts, and control monthly water bills.  Trash bags and recycling bins will be available for purchase.

The B-LIFE area will remain closed. On-line games and activities will continue to be provided through the Bellaire Parks and Recreation Facebook page.

The Municipal Court customer service window located in the Norman-Zarate Police & Municipal Court Building will be available from 9 am until 5 pm, Monday through Friday.  Municipal Court is scheduled to re-open in June.

Anyone entering a City Facility will be asked to wear a face covering, sanitize hands, and practice social distancing.
